The bargaining representative also requested that the number of paid leave for family tasks be increased from 37 decimal hours (37.5), similar to other CPA collective agreements, to 56 hours and a quarter (56.25), which significantly increases the amount of current leave. Fiscal flexibility is particularly important, as very low interest rates prevent monetary policy from responding to an economic downturn with further interest rate cuts. The Bank of Canada`s current rate of 1.75% is more than two and a half times below the preset level of 4.5% in August 2007. According to TD Economics, central banks have limited room to provide stimulus in the event of a recession. Footnote 19 The provisions of Part III of this agreement, with the exception of points 27.01, 27.02 and 30.01 to 30.05, do not apply to workers who are on leave in accordance with this memorandum. Other groups, such as the FS group, which is represented by PAFSO, received different targeted measures to meet their specific needs, but the total value of these specific improvements was about 1% during the four years of their agreements. The employer`s proposed move is consistent with other collective agreements. The purpose of this memorandum is to implement the agreement between the employer and the Alliance on the compliance with the meeting leave of certain members of the Translation Bureau staff. The bargaining delegate proposes to ”visit a terminally ill family member” in the list of circumstances for which leave must be granted. The employer argues that there is no reason to extend the provisions of this section. The leave rights currently provided in the collective agreement could be invoked for this particular circumstance. The proposal of the bargaining representative is not included in any CPA collective agreement. Within the working group, TBS and PSPC considered different options for retroactive payment processing and implementation of the monetary components of collective agreements as a whole.
For similar periods, the Canadian government negotiated economic wage increases of 1.75 per cent per year, plus targeted wage measures of about 1 per cent over the life of the agreement, with 34 federal public service groups. The collective agreement currently provides compassionate care leave, without pay, provided the worker receives compassionate care benefits. Once the result is achieved in accordance with the agreement, the result will be shared with all services that operate call centres so that they are aware of best practices that can be adapted to the different types of call centres in the system.
